Alexander Tamanyan, the founder of new Armenian architecture, academician of architecture, and People’s Architect of the Armenian SSR, designed this building at 25 Pushkin Street. The fourth floor was added later. The facades are partially preserved, and a new high-rise building has been attached.


In the 1930s, the People’s Commissariat of Internal Affairs of the Armenian SSR owned the building. Many representatives of the Armenian intelligentsia spent their last days in the building's basements. Later, the Andrei Zhdanov Russian Pedagogical Institute operated here, followed by the Department of Emergency Situations.


The floor plan features a similar corridor solution on all three floors. Staircases are located in the wing sections. The rooms receive light from the eastern and western facades. The main facade, facing the street, is oriented to the east and has a symmetrical architectural solution. The wing sections protrude slightly from the general plane, with entrances located at their corners. Rectangular and polygonal small balconies and rectangular openings serve as architectural design elements.


The building’s foundation consists of two rows of rough-hewn basalt. Pilasters, window frames, and the profiled cornice are made of black polished tuff. The remaining sections are plastered.
