The building is situated at 1 Tigran Mets Avenue (formerly known as Old Barracks and later October Avenue). It stands three stories high, with an almost rectangular plan and a two-row arrangement of rooms. The structure is elongated along the north-south axis, with a short projection on the northeast side.

The western main facade of the building features a compositional solution that highlights the entrances. To the left is the front door, and to the right is a passage. All openings are rectangular, with the lower openings accentuated by modillions. The windows on the upper floor are framed with roughly processed stones, and a stringcourse separates them from the window sills. This design motif is repeated on the third floor, where the stringcourse transforms into a window belt. The horizontal division of the facade is marked by ribbon-like, roughly processed stones on the second and third floors, with prominent inter-floor cornices and a cornice adorned with a row of dentils.

The building's structural system consists of load-bearing walls made of tuff with medium masonry. The street-facing facade features processed tuff. The ceilings are flat and wooden, and the roof is sloped and covered with tin.

The building has undergone renovations.
