The building is located at 9 Tigran Mets Avenue (formerly known as Old Barracks and later October Avenue), with its north-south axis and northern side facing Firdusi Street.

The structure is two stories high, situated below ground level, and has an elongated rectangular plan. The rooms are arranged in two rows, oriented towards the west (Tigran Mets Street), north (Firdusi Street), and east (courtyard). The main western facade, facing Tigran Mets Street, features the main entrance, which is distinguished by artistically crafted wooden doors with bas-reliefs. The northern facade is simpler, lacking the roughly processed walls and basement windows seen on the western facade. The upper window frames on this facade are flat and of the same type.

The building’s structural system consists of load-bearing walls made of tuff with medium masonry, with processed stones used on the street-facing facades. The ceilings are flat and wooden, and the roof is sloped and covered with tin.

The building has undergone renovations.
