It is located at 2 Azatutyun Avenue, in the territory of the “Haghtanak” (Victory) Park memorial complex. It was built in 1985 during the reconstruction of the memorial complex and improvement of the territory within the framework of the program of events dedicated to the 40th anniversary of the Great Victory (architects: Ashot Aleksanyan, Anahit Navasardyan). The boulevard was designed the way leading to the “Mother Armenia” monument and the tomb of the unknown soldier. The grand opening took place on May 9, in the day of the Great Victory.
Paved with shaped concrete slabs, the alley has 300 m length and 10 m width. It is bordered on one side by a gray basalt wall (length: 220 m, height: 1.2 m), on the other side it is bordered by a green zone. On the wall, at a distance of 40 m from each other, there are 5 groups of sculpted memorial stones made of yellowish tuff (the first - 5 stones, the others - 3 each one). The alley is opened by the 5 memorial stones of the first group installed side by side. All central memorial stones have dimensions of 1.2 x 3.4 x 0.4 m, marginal ones - 1.1 x 3 x 0.4 m.
The names of the USSR heroes and knights of the Order of Glory are engraved on the stones both in Armenian and Russian languages (Marshal of the USSR, Double Hero of the USSR Hovhannes Baghramyan, Double Hero of the USSR Nelson Stepanyan, Marshal of the USSR Hamazasp Babajanyan, Heroes of the USSR: Admiral Hovhannes Isakov, Hunan Avetisyan, Sergey Burnazyan, Jahan Karakhanyan, Khachik Meliksetyan, Stepan Anastas Mikoyan, Georgi Hakobyans and others).
